Program 'Get-A-Life 2028'

Maatalousyrittäjien eläkelaitos MAGA Great Deal Ltd. Ref: RFP12345poiuy v1 20.3.2026

Executive Summary

Executive Summary

Maatalousyrittäjien eläkelaitos (Mela) stands at a critical juncture. As the demographic landscape of Finnish agriculture shifts—with pensioners outnumbering active farmers two-to-one—Mela faces intense pressure to deliver flawless statutory services while aggressively managing the Total Cost of Ownership (TCO) of its IT landscape. The 19-year-old Lomitusnetti system has served its purpose but now represents a bottleneck to your vision of being the "smoothest and most heartfelt" service provider. It lacks the architectural flexibility to support multi-location (monipaikkainen) work across 11 local units, integrate seamlessly with Suomi.fi, or adapt to impending legislative changes.

MAGA Great Deal Ltd. understands that this is not merely a system swap; it is a foundational transformation. Our proposed solution for the Program 'Get-A-Life 2028' delivers a modern, API-first Lomitusjärjestelmä built on your mandated Java and IBM DB2 stack, fully integrated via your ESB DataPower. We will replace legacy friction with a modular, WCAG 2.2 AA-compliant platform that empowers your 180 local unit staff, 9,500 farmers, and 1,100 service providers with intuitive, mobile-friendly digital workflows.

Our Value Proposition
  • Architectural Cohesion & Seamless Integration: We eliminate integration debt by establishing an API-first hub that connects Mela's core systems (pensions, insurance, document management) with local municipal systems and Suomi.fi, ensuring data is stored once and flows seamlessly.
  • Cost-Reduction & Future-Proofing: Recognizing your shrinking premium base, our solution is designed for extreme cost-efficiency. By automating manual billing (keräilyajo) and reporting, and laying a structured cloud-ready data foundation, we reduce administrative overhead and prepare Mela for future AI-driven claims automation.
  • Empowering High Performance: Mela is an AA+ "Most Inspiring Workplace." We protect this culture by delivering a User Experience (UX) that reduces cognitive load, enabling your experts to maintain their 91% farmer satisfaction rate.
  • Consultative Partnership: We guide you from rigid waterfall processes toward a predictable, value-stream-aligned delivery model, ensuring a de-risked launch by early 2027.
We are committed to delivering a solution that not only meets the rigorous demands of the Finnish public sector but also provides the adaptability Mela needs to navigate future legislative and demographic shifts.

Proposed Approach & Methodology

Proposed Approach

Our methodology is designed to seamlessly integrate with Mela's multi-vendor environment (monitoimittajaympäristö) and strict architectural governance (JIRA/SVN mandates, ESB integration). We utilize our Designing Adaptable Operating Model and Business Requirement Breakdown Concept services to ensure predictable, high-quality delivery.

1. Agreement of Service Delivery

The engagement begins with the formal Agreement of Service Delivery. This step establishes the legal and commercial boundaries, aligns executive sponsors from Mela and MAGA Great Deal Ltd., and finalizes the scope of the Toimitusprojekti (Delivery Project) and Ylläpitovaihe (Maintenance Phase). We will validate the inclusion of OPTIO modules (e.g., farm visits) based on your immediate budget priorities.

2. On-Boarding Phase

Immediately following the agreement, we initiate a comprehensive On-Boarding Phase. This phase is critical for risk reduction and includes:

  • Knowledge Transfer: Deep-dive sessions into Mela's legacy Lomitusnetti data structures, DB2 schemas, and 10-year data aging rules.
  • Team Integration: Aligning our delivery teams with Mela's internal IT, the existing käyttöpalvelutoimittaja (operations provider), and local unit stakeholders.
  • Environment Setup: Configuring JIRA, SVN, and CI/CD pipelines in strict accordance with Mela's Kehitysarkkitehtuuri (Liite 7) to ensure vendor replaceability and transparent code management.
3. Shared Operating Model

Building on our Creating Shared Operating Model service, we will define a mutually agreed-upon governance framework that dictates day-to-day operations. This Shared Operating Model includes:

  • Ceremonies & Cadence: Bi-weekly sprint reviews, monthly steering committee meetings, and continuous backlog refinement.
  • Decision-Making & Escalation: Clear RACI matrices for architectural decisions, specifically regarding ESB DataPower integrations and Suomi.fi implementations.
  • Continuous Improvement: Embedding our Continuous Value Flow Coach practices to shift from rigid project tracking to continuous value delivery, ensuring alignment with Mela's cost-reduction mandates.
4. Collaborative Definition Phase

Leveraging our Business Requirement Breakdown Concept, we will refine the preliminary use cases (Liite 2.1) into a ready-for-development backlog. We will conduct workshops with local unit representatives to finalize the 8 core modules (HAKEMUKSET, LOMITUS, LASKU, PERUSTIEDOT, TEHTÄVÄT, VIESTINTÄ, RAPORTIT) and ensure WCAG 2.2 AA compliance requirements are embedded into every user story.

5. Modular Core Development & Integration

Development will proceed iteratively using the mandated Java/DB2 stack. All internal system-to-system integrations (Vakuutus, Eläke, Asianhallinta) will be routed through the ESB DataPower. External integrations (Suomi.fi authentication/messaging, local unit shift-planning for ~6,000 workers) will be built using standardized, versioned APIs to insulate Mela from future third-party system changes.

6. Legacy Migration & Testing

We will execute a structured data migration from Lomitusnetti, applying data aging rules to archive/delete records older than 10 years. Comprehensive testing (UAT, security audits, accessibility testing) will be conducted within the Shared Operating Model framework.

7. Ylläpitovaihe (Maintenance & Continuous Flow)

Post-launch, we transition into the maintenance phase, focusing on SLA adherence, continuous security patching, and adapting the system to any new legislative changes regarding local administration structures.
